What’s the timeline between season 1 and 2 because topa is a baby in season 1 and then in season 2 he/she seems to be around 10-12 years old

You have to remember that Topa is an alien. So it's safe to say that the Moclans grow up pretty quickly.
I’d always just assumed that Moclans have shorter life spans than humans and age faster.
It is likely that some amount of time passes between episodes. This, combined with the possibility that Moclans age quicker could be a viable explanation.
