Presumably the kaylon have serial numbers instead of names, but Issac took a human name to smooth relations/communications with other species
I'm thinking while borg have shields against blaster/phase weapons, they can be beaten by brute force, & there nanomachines would have limited affect on non organics so they'd lose, the TX is a killer but it only thinks as a killer- on a ship Data or Issac would trap it in a hallway then come up with some intelligent way to disable it. Data & Issac would be matched in trying to invent a device or scramble a ships systems to kill the other, so they'd have to settle things in open combat- Data is capable of acting with speed and agility, diving into & firing from cover, while Issac would be constrained by logic to just stand in the open & fire. Therefore, Data would win.
On the other hand, with so much available online &/or through social media, I doubt people would have the attention span to remain fixed on following the story an individual for long enough for them to before sent to a correctional facility. After a couple of hours everyone would probably just move on to the next thing
Since Isaac isn't a commissioned officer he would never be in charge, unless like, every officer was dead & only ensigns were left & they followed him because they didn't know what else to do. I'd say after Talla it would be John as he's head of engineering so he has the higher rank. Then the Dr

My understanding is that the Captain decides what the ship & the crew are going to do/interprets admiralty orders, the Commander sees to the overall running of the ship so the Captain's orders can be carried out, & department heads report to the Commander & organise their immediate staff to run the ship. Since Bortus seems to carry out all of his duties on the bridge, I would speculate he is in charge of the bridge staff, which is to say he makes sure everyone on the bridge is doing their job properly & organises the bridge rotas as training drills for his staff, & sees that the bridge systems are working the way they should which in turns involves overseeing upgrades to those systems & test runs on them.
