Commanders are the heads of Union Fleet ships, and include the Commanding Officer/Captain, the Executive Officer/Commander (or more commonly "First Officer"), and the Second Officer/Lieutenant Commander. Commanders are typically the highest ranking officers aboard a ship, unless an Admiral is present, and are in charge of the Level chiefs.
Commanders and executives use a silver insignia of the Planetary Union and wear a blue uniform.
To become a commander, one must take the Shipmaster Qualification Program.

- Ed Mercer: The current captain of the Orville, Commander Mercer was promoted and assigned to the Orville by Admiral Tom Halsey, thanks to an appeal made by Kelly Grayson, quickly following the retirement of the previous captain.[5] In an alternate timeline, Ed never became captain of the Orville and instead served as Commanding Officer of the Epsilon Eridani outpost.[6]
- Griffith: Captain of the Orville in the alternate timeline where Ed never became captain; was killed during the Battle of Earth.[7]
- An unidentified male is captain of the colony transport USS Druyan in late 2419.[8]
- An unidentified female is captain of the Science-class USS Ulysses in summer 2420.[9]
- An unidentified male captain was punched in the face by Talla Keyali to convince the Janisi to provide aid to their ship following a Krill attack.[10]
- Marcos: Captain of the Science-class USS Roosevelt; was killed along with his entire crew when the Roosevelt was destroyed by the Kaylon just prior to the Battle of Earth.[11]
