Dojin was a Moclan Ambassador to the Planetary Union Council in the early 25th century. He represented Moclus in the Council's hearing over "The Sanctuary," a refugee colony for Moclan females.

Dojin served as ambassador to the Council in New York City, Earth, supported by two members of his delegation.
In 2421, the Planetary Union learned of The Sanctuary, a colony of over 6,000 Moclan women and girls hiding from the Moclan government's policy of required sex transition surgery from female to male. Heveena, leader of The Sanctuary, petitioned the Council for state sovereignty.
Dojin argued forcefully against recognizing The Sanctuary by threatening to withdraw Moclus from the Union. The Union had narrowly survived the vicious Battle of Earth against the Kaylon in February, and Moclus was their primary supplier of weaponry. Dojin seems to have convinced at least the Xelayan and Dann's species delegations, and possibly dissuaded the humans as well.
Meanwhile, Captain Jakohn began capturing females from the colony by force, igniting the Battle of the Sanctuary. With a crisis at hand and the threat of the Kaylon looming, Dojin agreed to Admiral Tom Halsey of Earth's proposal to a temporary pause in hostilities; Moclus would not touch The Sanctuary, the Union would not recognize The Sanctuary, and The Sanctuary would cease the transportation of Moclan females.
