Pret was an elected leader of the people of the planet Alibar. According to First Officer Kelly Grayson, Pret was one of several leaders of the planet.[n 1] He governed from his election in 2400 and was still in power when observed by the Planetary Union in 2421.

Pret was democratically elected leader by the Alibar in 2400.[n 2] In a speech delivered in July 2421, Pret stated that he campaigned on "a promise for a better life for all the people of our world. And we knew what stood in our way... outsiders! The aliens out in the galaxy who had infiltrated our world."[1]
Once leader, Pret swiftly enacted his extreme xenophobic agenda. The Alibar withdrew from the Planetary Union by December 2421, forcing all Alibar to return home. Believing non-Alibar individuals had secretly entered their planet and posed as them, registration offices were erected to track all movement between regions.[1] Most radical of all was the construction of a massive Quantum Shifter in space that could "shift" the Alibar system from the universe into one devoid of all other life.[2]
Withdrawal from the Union and construction of the shifter put enormous strain on the planet's resources. Quality of life plummeted and society reverted back to the Dracha and the use of money; problems which Pret blamed on the supposed infiltration of their society by outsiders.[1]
