Locar was a Moclan engineer regarded as one of the finest scientists his planet had ever produced. He served in the Moclan Fleet in the early 25th century.
Locar was convicted of heterosexuality and framing another Moclan for murder, and sentenced to life imprisonment on Moclus.
Career[]
As a young officer, Locar was stationed aboard a ship in the Moclan Fleet.
Later, Locar worked aboard a Moclan ship under Captain Rechik who said that Locar is "highly regarded" by the crew. He distinguished himself on Moclus for his brilliance in engineering.
At an unknown date, Locar helped a committee body write Planetary Union regulations permitting up to four graviton generators in a deflector core.
Locar visited the USS Orville in either December 2420 or January 2421 to upgrade the ship's Deflector Screens.
Personal life[]
Locar was Bortus' former kodashik or "old boyfriend." The two had met while stationed aboard the same ship in the Moclan Fleet, but they broke up when Bortus discovered Locar sleeping with a Thetan woman.
Locar remained publicly single for some time after, saying work kept him busy. "For a long time, I had no one to tell. I tried to hide it not only from others, but from myself."
When Locar visited the Orville, he attempted to make amends with Bortus and restore their friendship, though Bortus spurned him.
Later on the ship, he experienced an attraction to Talla Keyali, the Orville's Chief of Security and a Xelayan woman. He quietly confessed his attraction to her. Talla, interested, invited him to the Environmental Simulator and taught him human dancing.
Klyden, Bortus' mate, learned of Locar's sexuality and promised to divulge his secret to the Moclan government. Locar was left in a difficult position. Moclus punished heterosexuality with life in prison. He ruled out suicide, which was "the only unforgivable crime" to Moclans and would have shamed his entire family and exiled them from their planet.[2]
Locar attempted to remove Klyden as a threat by framing him. He re-programmed the simulator to depict Klyden murdering him and then hid in a shuttle in the ship's Shuttle Bay.
Talla soon discovered Locar. He was sent to Moclus for Tribunal and was hurriedly sentenced to life imprisonment.

It took roughly 1.5 hours to get actor Kevin Daniels in costume as Locar.[3]
Trivia[]
- Locar briefly mentioned that he has a family, but the only known relative is his brother.
- Locar's brother often said, "No friendship is complete until your friend turns to you in despair."
- Some fans speculate that Locar can be seen among the Moclans of Bortus' ja'loja in 2420, standing next to Klyden and Topa.[4] There is no evidence this is the case aside from a passing resemblance.
